Coherence is evaluated as (E · V · A) / (τ + λ_reg), with λ_reg = 1. A high product cannot erase Temporal Debt Ratio.
A quantity with conditions.
The stipulated coherence floor is 0.70. Clearing this one condition does not by itself prove that every gate passed. ctu remains bound to its Human Agency and transformation record.
